Speeches by TVE professionals on the counter-reform of Spanish public television

Within the last decade TVE has suffered two deep processes of transformation in opposite directions: a reform and a counter-reform. Between 2006 and 2012 it undertook the larger reform in its history, which transferred institutional control from the government towards the Parliament. It also created the Journalists Committee of TVE, an organism which has to monitor the quality of contents as well as professional independence. However, since 2012 the royal decree 15/2012 has made it possible for RTVE to be controlled by the Popular Party’s government, due to the fact that over 50% of the parliamentary representatives among 2011 and 2015 have belonged to this party. This paper is part of a larger research project, which follows in the footsteps in two previous studies. Journalists’ perceptions of the way in which they undertake their duties is part of the three projects. TVE journalists today perceive an involution in the levels of independence from the royal decree 15/2012 as well as a lowering of quality in news contents. Journalism testimonies describe an intense confrontation process between journalists, and the News Services Direction as regards professionalism. The Journalism Council plays a relevant role in this regard.
