Hate speech in the public sphere: how far should legislation go?

The centrality of digital platforms in political discourse has increased the plurality of the public sphere, but at the cost of increasing its incivility, and hate speech in particular. This article, which serves as an introduction to the special section on discourses of hate, places the origins of the current understanding of hate speech in the European postwar period. Given the evolution towards extremism in contemporary democracies, it is argued that the same post-national and cosmopolitan regime that emerged from the ashes of war, the European Union, should be at the forefront of a new legislation that would work as an international benchmark and as an alternative to the self-regulation of social network corporationsDownloads
